We can measure voltage at any time without danger provided the following precautions are taken
1. Select the highest range voltage of meter when value of voltage being measured is unknown.
2. Test probes should be suitable to withstand against voltage tinder measurement.
3. The voltage of the circuit can be measurement without breaking the circuit.
